Two reasons: Easiest shape to move, and they do not vary in width or diameter, so they will stay in place throughout all the traffic that passes over it.

Three more:

* a circular manhole needs less material (lighter, cheaper) than a square one of the same width
* it's easier to drill a round hole than a perfect square (I don't know if this is the method for creating the manhole opening; could be inaccurate)
* it could have been an arbitrary decision at first, but now you have to construct round manhole covers if you want any customers

A moral principle seems to be put into play. So the story goes:

A pregnant woman, standing on the sidelines, is captivated by watching two men fight. Unfortunately the men become so engrossed that one of them fails to judge his distance and strikes the woman unintentionally. Unfortunately she loses the baby.

Note: It was an UNINTENTIONAL accident. The moral story does not say how far along in her pregnancy the woman was and yet...

This individual had to pay with his life. "A soul for a soul."

How much more the consequences when an INTENTIONAL loss of life is undertaken because of whatever excuse is fathomed.
